While working as Galileo Systems we proposed a small (<20 lbs) tacticaly deployable system to provide battlefield communications at the company level. What the customer requested upon contract signing, was a low cost high altitude airship capable of a sustained 40 knot cruise, carring 12000 pounds of payload, at 65,000 feet, for a continous 300 days. Circumnavigation of the globe or perpetual station keeping are the stated uses. The vehicle also can deliver electrical power to assorted payloads. The Graf Galileo High Altitude Airship has been designed for low cost construction and maintenance.
